Consumers Energy Home Performance with ENERGY STAR

Rebates on insulation, air sealing, duct work and heating — with no income test at all. If Consumers Energy bills you, you are eligible.

Home Performance with ENERGY STAR is Consumers Energy's own rebate program for making an existing house more efficient, implemented for them by ICF. It pays toward insulation, air sealing, duct work, windows and heating equipment.

It is the simplest program on this page to qualify for, because there is no income test at all. If Consumers Energy sends you a gas or electric bill, you are eligible. That is the whole test.

That makes it the one that works for the households every other program turns away — and it stacks with the others, so it is rarely an either/or.

Consumers Energy, through its program implementer ICF.

How much

Up to $3,750, depending on the improvements. Funding is limited and allocated first come, first served.

Who qualifies

  • You receive natural gas or electric service from Consumers Energy — the account number goes on the form.
  • There is NO income test. This is the one that works for every household in Consumers territory.
  • Existing, occupied homes. Single-family, including condominiums.
  • Not available for new construction.
  • The work has to be done by a Consumers Energy trade ally contractor.

The eligibility test is your utility bill

The program agreement is explicit: incentives are only for measures installed at a home that receives service from Consumers Energy and has a natural gas or electric service account number. Your account number goes on the form.

Homes must be existing and occupied — not new construction. Single-family homes are eligible, including condominiums.

There is no income verification, no documentation of earnings, and no waiting for a state approval. If Consumers bills you, you are in.

The assessment comes first, then the money is reserved

Rebate funds can only be reserved after a full diagnostic assessment has been carried out. The assessment is not a qualification hurdle — it is the first real step, and it produces the list of improvements the rebate pays against.

Once the assessment is done, you and the contractor sign a Homeowner Agreement. The important detail is that the agreement reserves your rebate funds as of the date it is signed, and it expires after six months.

Funding is limited and allocated first come, first served. Availability can be confirmed directly with the program implementer before you commit to anything.

What it covers

Air sealing at several performance levels, duct sealing and duct insulation, attic and roof insulation, above-grade wall insulation, kneewall, basement wall, crawlspace, floor and rim joist insulation.

Window and patio door replacement, natural gas furnaces, furnace and boiler comprehensive tune-ups, Wi-Fi enabled thermostats, split system central air conditioning and AC tune-ups.

The incentive is paid after post-inspection documentation and verification — after the work, and after somebody has checked it.

What happens, in order

  3. 03You and we sign the Homeowner Agreement, which reserves your funds from the date it is signed.
  4. 04We do the work.
  5. 05The rebate is paid after a post-inspection and verification.

We perform the assessment and the envelope work — insulation, air sealing, duct sealing — and handle the paperwork.

Questions about Consumers Energy rebates

Do I need to be a low-income household for the Consumers Energy rebate?

No. There is no income test of any kind. The only requirement is that Consumers Energy provides your natural gas or electric service, which is checked against your account number.

What if Consumers supplies my gas but a different company supplies my electric?

Either one qualifies you. The agreement asks for a natural gas or electric service account number with Consumers Energy, and you tick which applies.

Can I use this and a state rebate on the same job?

Yes. Consumers Energy rebates stack with the state rebates, up to 100% of the project cost.

When is the rebate paid?

After the work is finished and after a post-inspection and verification. The funds are reserved earlier, when the Homeowner Agreement is signed, but payment follows the inspection.
